This proposal is for a Permanent change to the notified airspace design, and the change level is 0.
The MOD requires a means for the Remotely Piloted Air System, Protector, which does not have a full Detect And Avoid capability, to access some or all Temporary Reserved Areas (TRAs) when they are active. A change to make them a known traffic environment would allow Protector to access them when they are active.
