The revised airspace change process (CAP 1616, Version 5) will be implemented on 02 January 2024. This ACP will subsequently be reallocated from a Level 2b to a Level 2 and will need to follow the process requirements as set out in CAP 1616 Version 5.

Purpose of this change

This proposal is for a Permanent change to the notified airspace design, and the change level is 2.

This statement of need confirms the essential State operational requirement that will be addressed by Bristow Helicopters Limited (BHL) utilising unmanned aircraft systems (UAS) deployed from Lydd London Ashford Airport.

Bristow Helicopters Limited have been requested by the Maritime and Coastguard Agency to submit an Airspace Change Proposal to facilitate long-term UAS Beyond Visual Line Of Sight (BVLOS) operations in the vicinity of the English channel. These routine HMCG patrols are required to support Search and Rescue taskings as a result of the increasing demand on emergency services responding to migrant crossings.

The forecasted duration of the requirement will require a permanent change to airspace. If in the future the requirement no longer exists, the airspace will be relinquished.

At the beginning of Stage 3 the change sponsor prepares a strategy and draft materials and submits them to the CAA, along with the full options appraisal.
