This proposal is for a Temporary change to the notified airspace design, for which a scaled airspace change process applies and a change level is not applicable.
The Maritime & Coastguard Agency (MCA), confirm state support to this airspace proposal to enable the deployment of UAS systems from Caernarfon Airport. Operational capability will be delivered by Bristow Helicopters Limited (BHL).
The MCA have identified an essential requirement for UAS support to HM Coastguard operations in light of the current and anticipated burden on the UK SAR helicopter service in North Wales this summer as exacerbated by the covid-19 pandemic and the resultant spike in UK based tourism.
The Department for Transport (DfT) have been requested to reinstate routine, pro-active beach patrols in busy coastal areas as result of the increased levels of visitors to the North Wales Coast this year. Manned SAR helicopters are currently being used to proactively patrol popular tourist areas as a strategic measure in high-risk locations, providing safety overwatch and real time operational intelligence to HM Coastguard operational commanders, and offering reassurance to those enjoying coastal leisure activities. These proactive presence flights potentially remove these assets from their primary life-saving function to those in immediate distress.
Utilising BHL Unmanned Aircraft Systems (UAS) to deliver situational awareness on beaches, coastal areas and popular climbing locations will reduce the risk to RNLI boat crews and other volunteer rescue organisations as well as the SAR Helicopter crews. It will provide on-scene, up to date information so that a decision can be made about the appropriate level of response and the UK SAR Helicopter Service can resume its primary role without distraction or delay caused by routine reassurance taskings.
In line with current RPAS policy and to facilitate operation of BHL UAS, this airspace change proposes the creation of a temporary danger area complex to support BVLOS UAS operations in the region of West Anglesey and the Lleyn Peninsula
