This proposal is for an Airspace Trial, for which a scaled airspace change process applies and a change level is not applicable.
The recent change to the CAA Policy Statement for Transponder Mandatory Zones (TMZ) permits Electronic Conspicuity (EC) devices, other than Mode-S transponders, to be mandated within a TMZ.
This ACP has two aims:
1. To establish an ADS-B based TMZ in the existing Land's End RMZ. This has the potential to improve safety for all airspace users by:
i) Providing an improved traffic picture for ATC (using Flight Information Displays - FID’s)
ii) Providing an improved traffic picture for Pilots (aircraft equipped with ADS-B IN)
2. Subject to an approved and robust Safety Case, it could allow the integration of new aircraft, including Remotely Piloted Aircraft, which have the potential to improve the logistics and connection to the Isles of Scilly.
In summary, this ACP seeks to establish a Trial ADS-B based TMZ to enable flight trials that will investigate both the potential safety & operational benefits to ATC and airspace users and the potential to integrate Remotely Piloted Aircraft.
