Purpose of this change

This proposal is for a Permanent change to the notified airspace design, and the change level is TBC.

All the major airports surrounding Farnborough (including Heathrow, Gatwick and Southampton Airports) are participating in the FASI South programme and proactively coordinating their ACPs with NERL to modernise the airspace and improve the vertical and lateral profiles of their routes. The wide scale airspace upgrades planned for the LTMA through the FASI South programme present an opportunity to potentially improve CCO/CDO performance for Farnborough operations, reduce the volume of Controlled Airspace, create the capacity for efficient growth, appropriately manage the adverse effects of aircraft noise and to reduce CO2 emissions. To capitalise on the opportunity, Farnborough has decided to start a new ACP that is intended to align with the FASI South programme and help to deliver the airspace modernisation objectives.

Stage 2 : Develop and Assess

This step has been started

During the 'Develop and Assess' stage, the change sponsor develops baseline scenarios and design options that address the Statement of Need and align with the design principles from Stage 1. Following this, the change sponsor engages with stakeholders on the baseline scenarios and design options, prior to conducting a design principle evaluation. The change sponsor then carries out an initial options appraisal of the different design options.

CAA response to Stage 2

12/12/2023: The revised airspace change process (CAP 1616, Version 5) will be implemented on 02 January 2024. This ACP will remain a Level 1 and follow the CAP 1616, Version 4 process until it passes the Stage 2 Gateway which is scheduled for May 2024. Once this ACP passes the Stage 2 Gateway, it will follow the process requirements as set out in CAP 1616 Version 5.

06/11/2023: Until iteration three of the airspace change masterplan, including the updated programme plan has been assessed and accepted by the CAA and Department for Transport as co sponsors of airspace modernisation, the full indicative timeline for this ACP cannot be confirmed. The Gateways within the published document 'Indicative Timeline - November 2023' are subject to change.
