10/12/2025: The CAA has completed the Decide Gateway Assessment and is satisfied that the change sponsor has met the requirements of the Airspace Change Process. The CAA approves the implementation of this airspace change proposal for the reasons and on the conditions set out in the regulatory decision document.

23/10/2025: The CAA has completed the document check and is satisfied that the Change Sponsor has provided the required document. The CAA approves progress to the next step.

Purpose of this change

This proposal is for a Permanent change to the notified airspace design, and the change level is 2.

NATS seeks to mitigate high controller workload due to airspace congestion in commonly occurring traffic scenarios, to the north of the London TMA. Arrival flow convergence in this region causes congestion and ATC complexity. This has the potential to affect safety if left unresolved as traffic levels increase, and NATS intends to address the issue before safety has the potential to be affected. A reduction in congestion and complexity would lead to ATC workload reduction and further improve safety in the region.

This step has been started

Stage 5 is where the CAA reviews and assesses the final airspace change proposal. The CAA may need to request supplementary information or technical corrections and clarifications from change sponsors. At this stage, for Level 1 changes, stakeholders can request for the Secretary of State to 'Call-in' the proposal. For some Level 1 changes, the CAA may arrange a public evidence session and/or publish a draft decision.
