The CAA has completed the Decide Gateway Assessment and is satisfied that the change sponsor has met the requirements of the Airspace Change Process. The CAA approves the implementation of this airspace change proposal for the reasons [and on the condition(s)] set out in the regulatory decision document, CAP2288.

Data gathering and analysis continues for the Post-Implementation Review (PIR, Stage 7 of the Airspace Change Process).

7 Jun 24 - The publication of the AD6 PIR report has been delayed due to the pre-election period and will be uploaded shortly after the general election has concluded.

11 Jul 24 - The AD6 PIR report has been published (see documents list below).

The CAA has opened a feedback window, inviting stakeholders to submit their own observations directly to the Regulator. This window has been extended and will close on the 11th September 2024(see below for explanation).

Purpose of this change

This proposal is for a Permanent change to the notified airspace design, and the change level is 1.

This change proposal is sponsored jointly by NATS and London Luton Airport. The proposed changes make improvements to the arrivals to Luton Airport to address latent risk identified in the TC Essex Sector.

Step 7 : Post-Implementation Review

This step has been started

At the Post-Implementation Review Step, the CAA reviews how the airspace change has performed, including whether anticipated impacts and benefits in the original proposal and decision have been delivered.

CAA response to Step 7

The CAA received a request from a relevant stakeholder, to extend the data collection period for informing the PIR of ACP2018-65. Following consideration of the request and in accordance with CAP1616 Para 290, the CAA has asked that NATS-LLA extend the data collection period until 22 Sep 23 to inform the PIR analysis. The CAA believes that this extension will provide a more representative data set.

11/07/24- The CAA has opened the 28 day PIR Feedback Window. This window will close on 08/08/24.

23/07/24 - The CAA has decided to extend the PIR feed-back window for ACP2018-65, until 11 Sep 24. This is to ensure that all impacted stakeholders have an opportunity to provide feed-back as a result of the window being over the summer holiday period, following the UK General Election. As a result of this extension the CAA, in accordance with CAP1616 Ed4, is likely to delay publishing our conclusions to allow for this feed-back window to close and the responses to be reviewed.
